Library Board of Trustees
Minutes (Drtift)
May 21, 2009

To clarify one central issue, the Board unanimously agreed that the ultimate authority
to hire or terminate a Library Director belongs to the City Manager.

B. By-laws Revision - with respect to addition of board member from Town of
Superior; other changes as may be necessary

Section 3 was revised to reflect the IGA and was unanimously approved as amended.

Malcolm will follow-up with Meredyth Muth with respect to how partial- and full-term
openings may be filled, as well as consideration for staggering terms.

C. Meeting with City Council for Study Session on June 9, 2009

After discussion, the Board unanimously agreed that Eileen and Alicia would prepare a
brief outline of the Board's accomplishments over the past year and goals for the
coming year. Alicia and Nisa will prepare a general agenda for a brief special meeting
immediately preceding the study session.

VIII. Ongoing Business

A. Policy Review

1 ) Code of Conduct

Karen provided some background information, noting that staff has raised some
concerns that the policy does not specifically state who has the authority to ban a
patron for violating this policy. Also, some staff members believe that the policy
should include detailed language citing specifics, such as the number and type of
violations and the corresponding penalties. Aimee also provided information as to
how some other libraries handle conduct issues.

After review and discussion, the Board unanimously agreed that the policy was
sufficient as currently written and that citing administrative procedures in a
policy was not appropriate and could cause additional problems for staff. Further,
the Board reaffirmed that it is the Library Director who has the responsibility and
authority to enforce all policies.

2) Meeting Room
The Board unanimously agreed to continue this discussion to the next meeting.

3) Proctoring

The Library's long-standing policy has been to proctor exams for residents of
Louisville who have Library accounts in good standing, based on availability of
staff and with advance notice. Although the IGA does not specifically grant new
privileges to Superior residents, the Board believes that the spirit of the IGA
should extend this service to Superior residents.

Karen noted that most libraries in the area have discontinued this service due to
lack of staff and/or testing space. She noted that Lafayette Public Library offers
proctoring to other than Lafayette residents, and that Front Range Community
College in Westminster has a testing center that offers exam proctoring services
for a fee.

City of Louisville
Public Lbrary:: 951 Spruce Street:: Louisville, CO 80027
303-335-4815 :: 303-335-4833 (fax) :: www.louisville-library.gov
