<br />REORGANIZATION <br />CONTINUED <br /> <br />AUDIENCE COMMENTS <br />WATERING RESTRICTIONS <br /> <br />CITY ATTORNEY REPORT <br />MASSAGE PARLORS <br /> <br />March 1, 1977 <br />Minutes - page 5 <br /> <br />March 14, 1977 to discuss the reorganization <br />memo from LURA. <br />Seconded by Councilman Domenico. <br />Roll call. DiLorenzo no, McDonald no, DiCarlo <br />yes, Domenico yes, DelPizzo yes. Motion carried. <br /> <br />Mr. Steve Wulnor of Turf Master stated that <br />he does a large amount of business installing <br />lawns and landscaping and would like to know <br />if Council has made any decisions on watering <br />restrictions. He stated that in putting in <br />lawns the best times are before June 1st and <br />after September 1st. <br />Councilman DiCarlo stated that restrictions <br />have been discussed however, the restrictions <br />probably would not go into effect until after <br />June 1. Mr. Wulnor stated that he would be <br />glad to give any advice as relates to the <br />water and lawns. <br /> <br />Attorney Joss stated that the draft on massage <br />parlors was enclosed for Councils review and <br />changes so that a final ordinance can be drafted <br />and presented to Council at the next meeting. <br />Mr. Joss stated that in section 2 under schools, <br />he took the hours required (1,000) by cosmetology <br />classes and will check to see if this figure <br />is within range. <br />Councilman DelPizzo stated that he was not in <br />favor of making the fees so enormous that a <br />person who was doing a legimate business could <br />not afford to have the business infue City. <br />Council suggested the following: <br />$1,000 for application - Councilman DelPizzo <br />opposed all other members approved the fee. <br /> <br />Section 10 - Transfer Fee - $1,000 Plus public <br />hearing. <br /> <br />Section 12, Renewal Fee - $750 <br />Councilman McDonald questioned section 3, re- <br />garding barbers and cosmetologists. Attorney <br />Joss stated that as far as massage is defined, <br />it is somewhat included in this area. <br /> <br />Section 8 - Time of Business - Midnight to <br />8:00 A.M. <br /> <br />Councilman DelPizzo suggested that an ordinance <br />outlawing prostitution be made instead of <br />hindering a legimate business as the only person <br />who would be able to pay the high fees will be <br />the illegal businesses anyway. <br />
