He stated that in putting in
lawns the best times are before June 1st and
after September 1st.
Councilman DiCarlo stated that restrictions
have been discussed however, the restrictions
probably would not go into effect until after
June 1. Mr. Wulnor stated that he would be
glad to give any advice as relates to the
water and lawns.

Attorney Joss stated that the draft on massage
parlors was enclosed for Councils review and
changes so that a final ordinance can be drafted
and presented to Council at the next meeting.
Mr. Joss stated that in section 2 under schools,
he took the hours required (1,000) by cosmetology
classes and will check to see if this figure
is within range.
Councilman DelPizzo stated that he was not in
favor of making the fees so enormous that a
person who was doing a legimate business could
not afford to have the business infue City.
Council suggested the following:
$1,000 for application - Councilman DelPizzo
opposed all other members approved the fee.

Section 10 - Transfer Fee - $1,000 Plus public
hearing.

Section 12, Renewal Fee - $750
Councilman McDonald questioned section 3, re-
garding barbers and cosmetologists. Attorney
Joss stated that as far as massage is defined,
it is somewhat included in this area.

Section 8 - Time of Business - Midnight to
8:00 A.M.

Councilman DelPizzo suggested that an ordinance
outlawing prostitution be made instead of
hindering a legimate business as the only person
who would be able to pay the high fees will be
the illegal businesses anyway.
