They will <br />discuss this portion of the franchise to <br />see if it can be modified and resubmitted. <br /> <br />E.D.A. GRANTS <br /> <br />The Colorado Municipal League was able to <br />obtain information as to how we scored in <br />the final analysis. Based on the point <br />system, we were first and fourth with our <br />projects. The City's unemployment rate <br />was 6.47% and no funding was granted under <br />6.50%. <br />Councilman McDonald asked who determines <br />the unemployment rate in Louisville. <br />Mr. Wurl stated because of our size, the <br />City of Louisville is reported with Boulder <br />County, which is unfortunate for the City. <br /> <br />PLANNING CONSULTANT <br />TEMPORARY FUNDING <br /> <br />Since the funding on the reorganization <br />of the Community Development has been de- <br />layed, the Consultant Fees from CD funds, <br />3 items from the City Budget 1977, can <br />be combined - namely Draftsman, and office <br />help in the Engineering Dept. and office <br />ehlp in the INspection Dept., and anti- <br />recession fiscal assistance give the <br />City along with Revenue Sharing money <br />one of the top priorities to spend this <br />money is salaries. <br />Mr. Wurl recommended that Council authorize <br />temporary funding of the Planning function <br />from these funds, on a full time basis, <br />until final reorganization is reached by <br />Council. <br />Councilman Caranci inquired it there would <br />be as many planning functions as there <br />were in 1976. <br />Mr. Wurl stated that there would be. <br />Councilman McDonald asked if a real pro- <br />blem was being created if Council waited <br />until the next Council meeting to take <br />action, after Attorney Joss had met with <br />HUD. <br />Mr. Wurl stated that this would create a <br />problem as there was much planning work <br />that had to be done with the County and <br />State functions. <br />Mr. Wurl then explained to Council, if <br />the temporary funding was agreed to by <br />Council, a resolution would have to be <br /> <br />-5- <br />
