GRANTS The Colorado Municipal League was able to obtain information as to how we scored in the final analysis. Based on the point system, we were first and fourth with our projects. The City's unemployment rate was 6.47% and no funding was granted under 6.50%. Councilman McDonald asked who determines the unemployment rate in Louisville. Mr. Wurl stated because of our size, the City of Louisville is reported with Boulder County, which is unfortunate for the City. PLANNING CONSULTANT TEMPORARY FUNDING Since the funding on the reorganization of the Community Development has been de- layed, the Consultant Fees from CD funds, 3 items from the City Budget 1977, can be combined - namely Draftsman, and office help in the Engineering Dept. and office ehlp in the INspection Dept., and anti- recession fiscal assistance give the City along with Revenue Sharing money one of the top priorities to spend this money is salaries. Mr. Wurl recommended that Council authorize temporary funding of the Planning function from these funds, on a full time basis, until final reorganization is reached by Council. Councilman Caranci inquired it there would be as many planning functions as there were in 1976. Mr. Wurl stated that there would be. Councilman McDonald asked if a real pro- blem was being created if Council waited until the next Council meeting to take action, after Attorney Joss had met with HUD. Mr. Wurl stated that this would create a problem as there was much planning work that had to be done with the County and State functions. Mr. Wurl then explained to Council, if the temporary funding was agreed to by Council, a resolution would have to be -5-
