OIL & GAS LEASE FIRST FEDERAL REIMBURSEMENT CITY HALL PROJECT Mr. Wurl stated that the matter was discussed at the last meeting and tabled until reviewed by Attorney Morris' brother. Attorney Morris stated that Attorney Roy Morris reviewed the lease and stated that from a practical standpoint, the first lease has the paying of First Federal in- cluded and felt that the City would not make anything because the wells would not produce that much. He felt that it would not benefit the City. Mr. Wurl stated that he needed to know which way Council would like to go. Councilman DiCarlo stated that it might be best to go with the first offer. After discussion Councilman DiCarlo moved that the City enter into an agreement with the second party, Mr. Hank Wishard, and authorize the Mayor and City Clerk to sign the agreement on the oil and gas lease. Seconded by Councilmand Domenico. Roll call. Domenioc yes, Caranci no, DiLorenzo yes, McDonald yes, DiCarlo yes, DelPizzo no. Motion carried. Council voiced their opinions on whether the City should reimburse First Federal Savings for their expenses to cap the well that was located in their subdivision. Mr. Wurl noted that the City did not have to put forth any money. Councilman DiLorenzo moved that the Mayor and City Clerk no longer be authorized to signe the agreement with First Federal Savings. Seconded by Councilman Domenico. Roll call. DelPizzo no, DiCarlo yes, Caranci no, McDonald abstained, DiLorenzo yes, Domenico yes. Motion carried. Mr. Wurl informed Council that the City must supply a set of plans and specifica- tions to be considered for the EDA grant. An architect has been contacted and is willing to do the plans. There will be no charge unless the grant is approved; the fee would be 10% of the project cost. Councilman Caranci moved that Council approve the architect to draw up the preliminary plans and to continue with the application for the grant. Seconded by Councilman DelPizzo. 6.
