<br />COMMUNITY DEVELOPMENT <br />PROGRAM CONT'D <br /> <br />be cheaper for the City to fund the pro- <br />ject and put the C.D. funds into a different <br />project. After discussion Councilman <br />DiCarlo moved that Council approve the <br />C.D. Program with the modifications of <br />the City and L.D.R.A. staffs and proceed <br />with the A95 review. Seconded by Coun- <br />cilman Domenico. <br />Mayor Waschak opened the public hearing <br />on the matter. <br />Remarks: Percy Conarroe stated that he <br />did not see why public hearings were held <br />when the suggestions are not used in the <br />program. He also asked what happened <br />with street overlay projects. <br />Mr. Wurl stated that the guidelines are <br />the items which are in some way priority <br />with H.D.D. and this is why suggestions <br />made at public hearings are sometimes not <br />put down. He also stated that street <br />overlays are not a very high priority in <br />H.D.D.s recommendations. He briefly <br />commented on the suggestions of the citizens. <br />Mr. Chenoweth agreed with Mr. Wurl and <br />said that he felt a park was needed on <br />the south end of the City also ramps for <br />the elderly is something that should be <br />kept in the project funding. <br />Mary Shipton stated that she was glad that <br />the curb project has been placed in the <br />funding requests. With no more comments, <br />the public hearing was closed. <br />Councilman Domenico stated that storm <br />sewers were not as important to him as <br />street overlay. <br />Mr. Wurl stated that because of the needed <br />underground utilities, it would be wrong <br />to overlay street without doing the <br />placing of needed utilites underground first. <br />Council was informed that public hearings <br />must be held as these are part of the <br />application procedure; also that any pro- <br />ject stated as a line item can use <br />contingency money when the budgeted amount <br />is expended. It was stated that in putting <br />smaller funds in the line item projects, <br />more can be placed in the larger projects <br />which hopefully can be matched with a <br />different type of agencies. With no <br />more comments roll call was taken on <br />motion to approve the application. <br />Domenico no, DiLorenzo yes, Caranci yes, <br />DiCarlo yes, McDonald yes, DelPizzo yes. <br />Motion carried. <br /> <br />-2- <br />
