COMMUNITY DEVELOPMENT
PROGRAM CONT'D

be cheaper for the City to fund the pro-
ject and put the C.D. funds into a different
project. After discussion Councilman
DiCarlo moved that Council approve the
C.D. Program with the modifications of
the City and L.D.R.A. staffs and proceed
with the A95 review. Seconded by Coun-
cilman Domenico.
Mayor Waschak opened the public hearing
on the matter.
Remarks: Percy Conarroe stated that he
did not see why public hearings were held
when the suggestions are not used in the
program. He also asked what happened
with street overlay projects.
Mr. Wurl stated that the guidelines are
the items which are in some way priority
with H.D.D. and this is why suggestions
made at public hearings are sometimes not
put down. He also stated that street
overlays are not a very high priority in
H.D.D.s recommendations. He briefly
commented on the suggestions of the citizens.
Mr. Chenoweth agreed with Mr. Wurl and
said that he felt a park was needed on
the south end of the City also ramps for
the elderly is something that should be
kept in the project funding.
Mary Shipton stated that she was glad that
the curb project has been placed in the
funding requests. With no more comments,
the public hearing was closed.
Councilman Domenico stated that storm
sewers were not as important to him as
street overlay.
Mr. Wurl stated that because of the needed
underground utilities, it would be wrong
to overlay street without doing the
placing of needed utilites underground first.
Council was informed that public hearings
must be held as these are part of the
application procedure; also that any pro-
ject stated as a line item can use
contingency money when the budgeted amount
is expended. It was stated that in putting
smaller funds in the line item projects,
more can be placed in the larger projects
which hopefully can be matched with a
different type of agencies. With no
more comments roll call was taken on
motion to approve the application.
Domenico no, DiLorenzo yes, Caranci yes,
DiCarlo yes, McDonald yes, DelPizzo yes.
Motion carried.

-2-
