The building size for a Louisville program is <br />undecided. Golden is developing a benchmarking program for buildings sized at <br />least 5,000 square feet and other local governments are considering a 25,000 <br />square foot threshold. Louisville would likely partner with other local governments <br />to implement. <br />Discussion Item — Dark Sky Lighting Ordinance Overview <br />A presentation was shown by Amelia Brackett-Hogstad. More information about <br />the ordinance can be found in the May packet slides. The draft ordinance will be <br />presented to Planning Commission in July and City Council in August. Based on <br />community engagement to date, the City has found that there is general <br />community support for a dark sky ordinance and the main motivations appear to <br />be safety and the need for dark skies. The Chamber of Commerce did a poll of <br />its members - 72% were in support, 13% oppose, and 15% need more info. After <br />community engagement, staff made updates to the draft ordinance that <br />attempted to address concerns that were voiced during the public engagement <br />process. Proposed changes to the ordinance include: <br />Compliance Options - Council can choose option 1, options 1 and 2, or options 1 <br />and 3. Choosing options 2 and 3 would create more work for city planners to <br />implement. The options are for the ordinance to apply to the following: <br />• New and replacement lighting only <br />• Additions and alterations — if whole site wide compliance must occur, that <br />would include the parking lot <br />• Tiered amortization - would be unique to Louisville. All sites must comply <br />within 10 years and meet established milestones along the way so that <br />people can gradually begin to comply and incorporate the updates into <br />their annual budgets. Amelia said that ideally the third option would lead to <br />hiring someone to focus on education and the creation of financial <br />incentives. <br />Uplighting is not allowed in any of the options. <br />
