I. Introduction <br />Louisville, a long-established community formerly linked to the coal -mining industry, <br />has experienced a phenomenal growth in recent years, more than doubling its population in <br />the 1980's. The U.S. Census for 1980 shows Louisville's population at 5,593, increasing to <br />12,361 in 1990. City data reveals Louisville's population to be 12,800 in 1991 and 13,300 in <br />1992 estimated at 15,002 at the time of this report in August 1993. This increase in <br />populations first composed of residential buildings has begun to be accompanied not only with <br />construction of higher priced, higher quality homes but also by an accelerated location of new <br />businesses and light manufacturing enterprises. The City of Louisville and the Louisville <br />Housing Authority, noting the increased number of employees and commuters arriving in the <br />city, and the increase in cost of housing in Louisville, wished to conduct a survey to <br />determine the degree of need for affordable housing within the community. The City Council <br />implemented this request by financing the survey with a $7,000 appropriation in its 1992- <br />1993 budget. <br />1 <br />
