Historic Preservation Commission <br />Page 2 of 7 <br />The house is of a larger size and has vernacular references to historic <br />architectural styles. <br />This proposal meets all four landmark review criteria: 50 years or older, <br />has social significance, has architectural significance, and has physical <br />integrity. <br />The property is going through a concurrent subdivision review, as the <br />applicant is planning on building on the other half of the lot (contingent on <br />keeping the historic building). <br />Staff Recommendation - Landmark: <br />Staff recommends approval of Resolution 5, Series 2023, recommending <br />approval of 301 Spruce Street as a Historic Landmark, with a condition on the <br />name of the landmark. <br />Staff Recommendation — Probable Cause: <br />Staff recommends that the HPC make a finding of Probable Cause, making the <br />property at 301 Spruce Street eligible for a Historic Structure Assessment grant <br />not to exceed $4,000 to reimburse the costs of the HSA. <br />Commissioner Questions of Staff. - <br />Dunlap asked for a recommendation on the naming of the landmark, and if this <br />property has already been found for probable cause. <br />Brackett Hogstad recommended naming it the Thompson House or the <br />Thompson -Wolfer House. She also mentioned that the HPC has already made a <br />finding for Probable Cause, but the applicant is now different (though the <br />property owner is same). <br />Applicant Presentation: <br />N/A <br />Discussion bV Commissioners: <br />Related to the Probable Cause application, Beauchamp mentioned that this is <br />one of his favorite properties in Old Town. <br />Dunlap said that the case is bolstered by the fact that the house is on the <br />National Register of Historic Places. <br />Burg said that this is both a reasonable request and a strong application. <br />Haley commented on the strength of the application. <br />When asked about the Landmark application, Brackett Hogstad suggested that <br />this provides more formal protections for the property. Keller wanted to defer to <br />the applicant on naming the house and Brackett Hogstad said she will check <br />with the applicant. <br />Keller moves and Anderson seconds a motion to approve probable cause for <br />301 Spruce Street. Motion passes unanimously by a roll call vote. <br />
