June 14, 2023 Minutes <br />Continued <br />LCityo�fLouisville <br />PARKS & RECREATION <br />Memorandum <br />To: Louisville City Manager's Office <br />From: Louisville Open Space Advisory Board <br />Date: May 16, 2023 <br />Re: Open Space Advisory Board's Recommendations on Boards <br />and Commissions Questions <br />Purpose: <br />On April 18, 2023, City Clerk Meredyth Muth sent an email to the chairs of all of the boards and <br />commissions on behalf of City Manager Jeff Durbin. The questions targeted the type of <br />feedback that City Council is looking for regarding potential changes to the structure of boards <br />and commissions. The discussion is taking place in City Council to address some frustrations <br />that have been expressed by members of City Council and members of the boards and <br />commissions. The goal is to ensure that the mission and role of each board is clear, and to <br />maximize the effectiveness of all of these bodies that serve in advisory roles to City Council. <br />This memo is directed to the city manager's office to facilitate the analysis and <br />recommendations related to these issues surrounding boards and commissions. Six questions <br />were asked of the boards and commissions to drive discussion and they will be answered in <br />turn in the next section. <br />Background: <br />What do you consider to be the purpose and role of your body? Do you have <br />suggestions on changing that role in the future? <br />The role of the open space advisory board (OSAB) is dictated by the city charter and municipal <br />code. According to these documents, OSAB should be consulted in an advisory role on the <br />inventory of open space, open space master plan, the trails master plan, land classifications, <br />open space aspects of development proposals, open space management, open space <br />budgeting, and environmental education, among other things.
