Planning Commission <br />Meeting Minutes <br />June 8, 2023 <br />Page 2of6 <br />Howe made a motion to continue the item to the July 13 hearing and <br />Commissioner Choi seconded. Motion carried by voice vote. <br />New Business — Public Hearing Items <br />A. Establishment of Tennis and Pickleball Facility Parking Ratios — <br />Consideration of a resolution establishing parking ratios for tennis and <br />pickleball facilities. (Resolution 12, Series 2023) <br />Applicant: City of Louisville <br />Case Planner: Rob Zuccaro, Director of Community Development <br />Commissioner Baskett joined the meeting. <br />There is no commissioner conflict of interest. <br />Staff Presentation: <br />Zuccaro stated that this item was not a public hearing. It was a resolution to <br />establish parking standards for a use that was not currently contemplated in the <br />Louisville Municipal Code (LMC). The LMC allows a standard to be created by <br />the Director and Planning Commission in this case. The issue arose during a <br />development review process for an application that included pickleball courts. <br />Zuccaro then described the proposed standards and how staff came to their <br />recommendations, which were as follows: <br />1. For indoor and outdoor courts, four spaces per court. No additional spaces <br />shall be required for areas dedicated to ancillary indoor facility space such <br />as foyers, vestibules, hallways, warmup areas, locker rooms and <br />lavatories. <br />2. For designated spectator areas and event spaces with fixed seating, one <br />space per three fixed seats. <br />3. For designated spectator areas and event spaces without fixed seating, <br />one space per 21 square feet of seating area. <br />4. For affiliated indoor spaces within a facility, such as retail, office or <br />restaurant uses, the parking ratio designated for such use shall be based <br />on the standards outlined in the Commercial Development Design <br />Standards and Guidelines (CDDSG), or the Louisville Municipal Code <br />Sec. 17.20.020 if the use is not specified in the CDDSG. <br />Commissioner Questions of Staff & Discussion: <br />Choi asked if the spaces would be in addition. <br />Zuccaro replied that was correct, but maybe it was missing to say that the spaces <br />were cumulative. The LMC said that when you have multiple uses in a building, <br />you sum all of those uses together. He noted that #4 covered the cumulative <br />requirement. <br />
