He asked about distances from the courts <br />and how they would be allocated to the courts. He gave the example of the skate <br />park, rec center, and tennis courts at the City's Recreation Center. <br />Zuccaro replied that staff had not discussed that question. He noted that parking <br />had to be on the property, though shared parking agreements and waivers were <br />an option through a PUD process. If there were a shared parking agreement the <br />applicant would likely be going through a PUD hearing process. <br />Choi asked how this item came up. <br />Zuccaro replied that there was a current PUD application and there was a <br />chance that it would be administratively reviewed. It could become a quasi- <br />judicial public hearing before Planning Commission, though, which was why staff <br />was not being specific about that item. <br />Howe asked how this resolution would apply to existing courts, such as those <br />without parking. <br />Zuccaro replied that if a new facility were to be built, they would provide parking <br />based on this standard or they could request a waiver. <br />Howe asked if a court that already existed were to be added on to, would it be <br />subject to this standard. <br />Zuccaro described that many parks had been developed without PUDs over the <br />years, but this would apply in the future for public courts and depending on the <br />location, what exists, and what the demands were, the City could be seeking its <br />own parking waiver for a public court in the future. He noted that it would apply to <br />public and private as written. <br />Osterman asked if this were not passed, what would the process be. <br />Zuccaro stated that one of the underlying uses would probably be applied, but it <br />would likely not fit for the sport court use and may result a calculation that would <br />require more parking spaces than needed and would require a waiver. He stated <br />that to get a waiver you have to go through the public hearing process. Having a <br />standard that was appropriate would allow an applicant to comply with a standard <br />rather than necessarily having to go through a public review process, which takes <br />additional time. He noted that standards in general are meant to address issues <br />such as traffic, congestion, and parking in neighborhoods. <br />Baskett stated that she thought we tended to overpark in the US and she would <br />hate to see more asphalt go down than was needed. She thought that at least <br />some people playing pickleball would bike or similar. She asked if 3 spaces <br />instead of 4 would be sufficient. <br />5 <br />
