He also suggested looking at how to spend the funds in business assistance and <br />setting appropriate criteria, such as for historic buildings and noted that the Downtown <br />Streetscape Plan could be a huge investment. Incentive programs might provide a great impact <br />to the community. <br />Chair Adler commented that Commissioner Smith had presented an idea last week regarding <br />Front Street and the Steinbaugh Pavillion. The EV Manager recommended that the next <br />meeting include a discussion around the potential purchase of properties. Trestle recently went <br />through a similar exercise with Parker, CO. <br />The EV Manager elaborated on Commissioner Smith's suggestion that the LRC could look at <br />closing a portion of front street to put something permanent in to be used for the Ice Rink in <br />winter and other potential uses in summer, perhaps generate front street redevelopment to <br />create more of a public area. There would need to be extensive discussion to determine if this is <br />a viable investment option. <br />Commissioner Harald noted that the LRC should carefully consider what the Director of <br />Community Development suggested. There are many competing ideas and it is important to <br />balance them out. He added that the LRC would need to better understand what the purchase <br />of property would entail and noted that it's not just redevelopment, it's the ownership aspect that <br />is a lot to understand. There is a lot to consider before committing LRC funds to purchase <br />property. <br />EV Manager stated that Staff will provide information to the LRC on what it would mean to <br />purchase/own a building. <br />There was a lengthy discussion around the Strategic Plan that DCI provided and the need to <br />begin moving forward on projects listed in the Plan. Councilmember Leh noted that concerns <br />about Louisville plaza redevelopment has been brought up in the past and there may be great <br />opportunities for LRC funding to be very helpful with this. <br />Public Comments: <br />Mike Kranzdorf asked the City Attorney if there is a formal definition of "pledge" and how strict is <br />it. The City Attorney noted that there is no formal definition of "pledge" and it's more about <br />indebtedness, which is construed to mean any financial obligation of the LRC. So as long as the <br />obligation is formally established during the required timeframe. <br />Rick Kron, resident, DBA President commented that he doesn't believe that underpasses are a <br />good investment. Three vacant properties, energy code incentives, dark sky incentives should <br />be the focus of the LRC. He would like to see LRC take an in-depth look. <br />Funding/Incentive Development — Discussion of Potential New Programs <br />The EV Manager shared the DCI report summary on ideas for small community -led <br />improvement programs. The EV Manager would like to look at the Fagade Improvement <br />Program to see if other incentives can be offered as part of the program to assist with possible <br />utility system upgrades as well as back of the building improvements and possibly murals.
