had heard any feedback from the public. <br />had not heard any feedback. <br />Economic Vitality Committee <br />Meeting Minutes <br />June 16, 2023 <br />Page 2of5 <br />Manager Kroner confirmed that she <br />She continued with an update on the revised draft dark sky lighting ordinance <br />that will be going to Planning Commission on July 13. Councilmember Most <br />asked if the revised ordinance includes changes to both the residential and <br />commercial code. Director Zuccaro confirmed that the revision includes updates <br />to both residential and commercial requirements. Chair Leh acknowledged staff <br />for their work on the dark sky update. <br />Manager Kroner concluded her updates by announcing that staff will be hosting <br />an open house in August to allow businesses to provide feedback on potential <br />amendments to the energy code. Mayor Pro Tern Fahey asked whether this <br />meeting will include an update on what the City has done through its own <br />internal decarbonization plan. Manager Kroner responded that she was not sure <br />yet as staff is still in the early ages of planning. Director Zuccaro added that the <br />primary goal of the meeting is education on implementation, but the meeting will <br />also include discussion on issues and barriers that could end up being <br />amendments. He agreed that it would make sense to share what the City has <br />been doing to make sure its facilities meet the current code requirements. <br />Answering a previous question from Councilmember Most, Director Zuccaro <br />added that the former Empire Lounge (816 Main Street) has 30 feet of frontage <br />on Main Street. Manager Kroner also added that the property is 5,000 SF. <br />Public comment from Mike Deborski: Mr. Deborski commented that previous <br />processes around the building code and energy code have not properly <br />considered input from the community. Rather than being involved in the <br />process, Mr. Deborski feels that businesses are being told what the City is <br />doing and expected to comply with the changes. He concluded that the process <br />feels backward but hoped that this could change moving forward. <br />Chair Leh responded that the City seems to have a better grasp on these <br />processes, citing the dark sky lighting ordinance, and that there will be <br />amendments and opportunities to clean up the energy code. Director Zuccaro <br />clarified that the residential code was adopted first without much public <br />engagement, but the commercial code included some public outreach. He <br />added that the City will strive for more public engagement in its processes. <br />Public Comment from Rick Kron: Mr. Kron stated that he agreed with Mr. <br />Deborski's comments. He also commented that staff received quite a few <br />comments from the previous iteration of the energy code, and that these <br />comments should still apply. <br />7.
