L City f Louisville <br />COLORADO • SINCE 1878 <br />City Council <br />Economic Vitality Committee <br />Meeting Minutes <br />Friday, July 31, 2023 <br />Regular Meeting <br />1. Call to Order: Chair Leh called the meeting to order at 1:33 PM. <br />2. Roll Call: The following members of the City Council were present: Chair Leh <br />and Mayor Pro Tern Fahey. Councilmember Most joined the meeting at 1:36 <br />PM. Also present were Community Development Director Rob Zuccaro, <br />Economic Vitality Manager April Kroner, Economic Vitality Specialist Austin <br />Brown, and City Manager Jeff Durbin. Six members of the public were present. <br />3. Approval of Agenda: Mayor Pro Tern Fahey made a motion to approve the <br />agenda as presented. The motion was seconded by Chair Leh. Motion passed. <br />4. Approval of Meeting Minutes: Mayor Pro Tern Fahey made a motion to <br />approve the meeting minutes of June 16, 2023. The motion was seconded by <br />Chair Leh. Motion passed. <br />5. Public Comments on Items Not on the Agenda: None. <br />6. Staff Updates: Specialist Brown gave an update on two new Business <br />Assistance Program (BAP) Agreements that were recently approved by City <br />Council. Parcel O Productions received a BAP Agreement for a proposed <br />pickleball and food hall center at 550 S McCaslin Boulevard. Shamrock Foods <br />Company received a BAP Agreement for a proposed grocery store that would <br />occupy the former Alfalfa's at 785 E South Boulder Rd. Manager Kroner <br />clarified that she had additional conversations with Shamrock who confirmed <br />that the use will be a retail grocery store and not a wholesaler or food <br />distributor. <br />Manager Kroner continued with brief updates on several Louisville properties. <br />The former Empire Lounge (816 Main Street) is still listed for sale and the <br />property is actively being marketed. The property is currently landmarked. The <br />Louisville Revitalization Commission approved a Fagade Improvement Program <br />application for Radiance MedSpa (916 Main Street).
