Economic Vitality Committee <br />Meeting Minutes <br />July 31, 2023 <br />Page 2 of 7 <br />Manager Kroner continued with an update on the ice skating rink. The City <br />entered into an agreement with Rocky Rinks for equipment purchase, <br />equipment rental, and management services to conduct the City's annual <br />wintertime outdoor ice skating rink. City Council reviewed and approved this <br />agreement during its June 20 meeting. <br />She continued with an update on the revised draft dark sky lighting ordinance <br />that went to Planning Commission on July 13. The Commission did not make a <br />recommendation on the ordinance, continuing it to the August 10 Planning <br />Commission. She confirmed that the revised ordinance is available online. <br />Manager Kroner announced that staff will be hosting an open house on August <br />29 from 6 — 8 PM to allow businesses to provide feedback on potential <br />amendments to the energy code. She also mentioned that staff is in the process <br />of interviewing consultants for the Downtown Vision Plan for Streetscapes and <br />Public Places RFP. Following the interviews, staff will enter into an agreement <br />for consulting services with the chosen consultant. Char Leh asked whether this <br />is just a consulting process. Manager Kroner confirmed that the RFP is only for <br />consulting services and that any actual improvements will be a longer -term <br />project. <br />Manager Kroner revealed that staff is working with the Louisville Chamber to <br />plan a fall Business Forum. Staff plans to solicit feedback from the business <br />community and collect questions to be asked during the forum. Manager Kroner <br />concluded her updates with a summary of the revised EVC Work Plan that was <br />discussed in June. <br />Councilmember Most thanked Manager Kroner for her work on condensing the <br />EVC Work Plan and her efforts with the business community. She also asked <br />whether there were any updates on the former Lowe's property (1171 W Dillon <br />Road). Manager Kroner responded that there was no update at this time. <br />Chair Leh asked whether there was a proposed date for the Business Forum. <br />Manager Kroner responded that staff has not selected a date yet, but is working <br />with the Chamber to discuss several potential dates. Mayor Pro Tern Fahey <br />asked if, in addition to the written questions submitted ahead of time, there <br />would be an opportunity for the business community to ask new questions at <br />the forum. Manager Kroner responded that staff has not decided on any details <br />yet but is still brainstorming the best way to facilitate the forum. She confirmed <br />that there would likely be an opportunity for new questions and comments to be <br />presented during the forum. Char Leh asked whether the Business Forum could <br />be included on the next agenda. Manager Kroner confirmed that it will be an <br />item of discussion at the next meeting. <br />7. Discussion- Concept Plan Review: City Manager Durbin introduced the <br />Concept Plan as a way for applicants to get feedback from City Council prior to <br />Agenda Packet P. 3 <br />
