Brackett Hogstad noted one further point: that it is unknown when the <br />two garages on property were constructed and whether they are associated with <br />the other structures. Also, 555'/2 was built after 1955 so is not considered <br />specifically in the demolition review. <br />Staff Findings: <br />These structures meet the review criteria based on age, significance and <br />architectural integrity. Staff received on emailed public comment in support of the <br />demolition. <br />Staff Recommendation: <br />Staff recommends approval the 421 East Street demolition review request. Staff <br />is not recommending a stay on the application, since no additional time is needed <br />for reconnaissance. Staff and the applicant have reached the end of what is <br />possible for a stay. Social history is an insufficient reason for a stay alone. <br />Commissioner Questions of Staff. <br />No questions. <br />Applicant Presentation: <br />Andy Johnson, DAJ Design, has no formal presentation, only a few comments. <br />He mentions that the cabins are well preserved, albeit wrapped in asbestos. <br />Johnson is not the architect for the re -development, but has been consulting for <br />the applicant. The applicant is currently processing the third round of PUD <br />comments on the planning review. He says that the applicant is ready to move <br />with the demolition to make way for the new development. <br />Johnson has gotten to know the Lombardi family who previously owned the <br />properties and sold to his clients. He states that Bernie Lombardi no longer has <br />emotional attachment. He hopes that in the end this will provide some good new <br />housing opportunities for Louisville. <br />Question of Applicant: <br />Anderson asks how long Johnson been consulting; Johnson says 16 months. <br />Dalia asks if any extension was provided on either of the previous demolition <br />reviews. Johnson replies that he does not think that extensions are possible for <br />demolition reviews. <br />Public Comment: <br />Tracy Black, resident, shared her story of renting one of the East St cabins since <br />May 2023. When she moved in, she was not aware of the project. She likes the <br />eclectic nature of the neighborhood and thinks it is tragic that it will be erased. As <br />a professional working for the school district, she wants to continue to be able to <br />live in Louisville. She is concerned about the affordability of the other townhomes <br />in the area. She hopes that she will at least be able to finish out the school year <br />at her rental, and is worried that her landlord will break the lease. <br />3 <br />
