Planning Commission <br />Meeting Minutes <br />August 10, 2023 <br />Page 2 of 14 <br />Public Hearing Items - New Business <br />A. 301 Spruce Minor Subdivision Louisville Heights Replat B — Consideration of <br />Resolution 15, Series 2023, recommending conditional approval of a minor <br />subdivision. <br />Applicant: Susannah Pels and Peter Stewart <br />Case Planner: Amelia Brackett Hogstad, Planner <br />Brauneis opened the public hearing. All notice was met as required and there is no <br />commissioner conflict of interest. <br />Staff Presentation: <br />Brackett Hogstad presented background about the application, describing that it is <br />subject to Old Town Overlay Zoning District. The house on the lot was built in 1908; and <br />the Historic Preservation Commission has recommended landmarking. The City Council <br />will review the subdivision and landmark applications concurrently at their September 5 <br />meeting. The proposal is to divide the parcel into two, with three modifications <br />requested to allow a smaller lot size and lot width, and to allow a minimum lot area of <br />6,755 square feet (sf) for Lot 2 (where the zoning district standard is 7,000 sf). <br />Staff finds that it conforms with all other requirements of LMC Title 16, other than the <br />three modifications. Staff presented that the subdivision will maintain density and <br />character of the neighborhood, as it is relatively in line with the lot sizes and widths <br />surrounding. The existing historic home will be able to remain with the proposed <br />subdivision. <br />Staff Recommendation: <br />Staff recommended approval of the minor subdivision, with modifications as lined out in <br />the staff report. <br />Commissioner Questions of Staff. <br />Howe asked if the applicants will be able to meet Old Town Overlay Zoning District side <br />yard setbacks; Brackett Hogstad said yes. <br />Krantz asked questions regarding lot coverage, and whether or not it will be challenging <br />to meet the lot coverage requirements especially if they intend to keep the existing <br />garage. Brackett Hogstad brought up the site map and alleviated code concerns <br />related to lot coverage, also noting that the existing garage has been there for many <br />years. She noted that once landmarked, the applicants would be subject to the <br />regulations specific to landmarked lots.
