Planning Commission <br />Meeting Minutes <br />August 10, 2023 <br />Page 3 of 14 <br />Applicant Presentation and Commissioner Questions of Applicant: <br />Susannah Pels, resident, spoke about the house at 301 Spruce St and its history in her <br />family. Their goal was to keep it in the family and to build a modest house on the other <br />half of the lot. Regarding a potential garage, she thinks that a garage would comply <br />under the code for homes on the historic registry, but at the moment, they are not <br />planning on building a garage. Peter Stewart, Project Representative and resident, <br />reiterated that the lot coverage and floor area ratios standards are governed by the Old <br />Town Overlay Zoning District and the landmark bonus regulations. He has gone through <br />the calculations thoroughly with the owners and notes that the application complies with <br />all relevant standards. <br />Krantz asked for clarification about code standards related to lot coverage. Zuccaro <br />explains that the landmark bonus (of up to 40%) is a different subsection of 17.12.50. <br />Brauneis asks about the average lot width of homes in the Old Town area (standard is <br />70'); Brackett Hogstad responds that most of them are around 50' as shown in the <br />staff report. A lot of them are below 70'. <br />Public Comment: <br />Marilyn and Yvan Paitel, residents, are neighbors. Marilyn is sympathetic to the <br />applicants due to the constraints of the Old Town Overlay Zoning District restrictions, <br />but she thinks that a 16' difference is a significant deviation. She is worried that the <br />setback deviation could lead to constraints that might impact the neighbors due to <br />proximity to the alley. She is also worried about this decision and its potential cascading <br />effect on future developments.
