Planning Commission <br />Meeting Minutes <br />August 10, 2023 <br />Page 6 of 14 <br />Moline asked why not reinstitute a sketch plan process with the Planning Commission. <br />He worries that adding a City Council preliminary review could be interpreted as <br />extending an already -lengthy process. Zuccaro explained that sketch plan and concept <br />plan are the same concept, just at the City Council level. Zuccaro said staff could <br />consider adding it at the Planning Commission level but thinks there is some value in <br />going straight to City Council since they are deciding body. He noted that the cities of <br />Boulder, Arvada and Broomfield all have a two-step process for concept plan review, <br />Planning Commission and City Council. <br />Baskett asked about staff will be involved. Zuccaro explained the pre-app process with <br />staff and affected agencies and describes how it is always possible to meet prior to the <br />pre-app informally. During the concept plan process, staff will provide documentation <br />like relevant code sections and policies but will conduct no in-depth analysis. <br />Baskett asked when the pre-app would happen in light of the concept plan process. <br />Zuccaro says he can see it happen either before or after the staff pre-app. Also, there <br />would be no requirement to have the concept plan review. <br />Krantz said it will add a burden on the City Council and staff, though it could be <br />beneficial to the applicants to streamline the process. She questioned whether it will <br />actually streamline the process. Zuccaro said the concept plan review process is <br />intended to be streamlined, and theoretically it could make the Development Review <br />process faster, but we do not know yet. Zuccaro said it might limit continuations, and <br />back and forth between applicants and staff. <br />Krantz asked if staff considered making it required for certain types of applications. <br />Zuccaro says staff spent significant time interviewing architects and developers, whose <br />feedback was that they would prefer it not to be required as it might extend the timeline. <br />Howe asked when development proposals will have citizen outreach in light of the <br />concept plan, and if Council members would be able to attend as citizens. Zuccaro said <br />typically not, due to quasi-judicial restrictions. <br />Krantz asked how the staff feels about the change. Zuccaro says staff have been <br />talking to the City Council about this concept for 4 or 5 years, and think it makes sense. <br />Brauneis asked staff for recommendations about how to add new public comments <br />received into the public record for both Concept Plan and Dark Sky. Brackett Hogstad <br />recommended that this is done with one motion to approve packet addenda 1-5. <br />Brauneis moves and Howe seconds a motion to enter addenda 1-5 into the public <br />record. <br />Public Comment: <br />Sherry Sommer, resident, can see the reason for doing this but does not quite <br />understand how this would achieve the goal.
