Planning Commission <br />Meeting Minutes <br />August 10, 2023 <br />Page 5 of 14 <br />Zuccaro explained the intent is for this to be available to applicants of bigger, more <br />complex projects, including General Development Plans, Planned Unit Developments, <br />Special Review Uses, Comprehensive Plan Amendments specific to a certain property <br />and Zoning Map Amendments specific to a certain property. <br />The idea is that this will be a 1-2-month process. Staff will not go into depth with code <br />or policy compliance review with the Concept Plan. The applicant will provide <br />preliminary information like project narrative, site data, etc. It would require public notice <br />for the City Council meeting. City Council members would have an opportunity to give <br />their preliminary comments and questions before the full application is heard. <br />Zuccaro thinks the process will be a benefit to both the applicant and Council. It will only <br />be a hearing in front of the City Council (not Planning Commission), so as not to extend <br />the process. <br />Staff Recommendation: <br />Staff recommended approval of the proposed code amendment. <br />Commissioner Questions of Staff. <br />Brauneis asked if this happens, would the Planning Commission be made aware of <br />City Council discussions? Zuccaro says the idea is that the minutes would be available. <br />Baskett asked if there would be a video recording; Zuccaro said yes, and if the <br />Planning Commission is interested in that, it could be included in the packet. <br />Moline asked why not require some kind of feedback from Council during concept <br />review stage? Zuccaro said he does not want this review to be binding. He said other <br />cities do not allow for a vote, so as not to pre -judge the application. It is just an <br />opportunity for the City Council to provide individual comments. <br />Howe thought the code amendment is a good idea but asks if the process can be <br />structured to ensure that the City Council's conversation is not binding. Zuccaro said it <br />is an important point, will want to make sure that the City Council only weighs in on <br />existing plans, policies, and ordinances and how the project might relate to those, <br />conditions of surrounding properties, etc. Again, they should refrain from prejudging the <br />application. <br />Howe asked how staff will ensure that applications are not prejudged; Zuccaro said the <br />City Attorney will help explain guidelines and parameters and will help with redirection <br />when needed. <br />Howe asked what some of the outcomes could be, for instance if the applicant might <br />read into and use summary statements made by City Council.
