LL Cityof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM 2 <br />COLORADO • SINCE 1878 <br />SUBJECT: RESOLUTION NO. 48, SERIES 2023 — A RESOLUTION <br />APPROVING AN INTERNAL DECARBONIZATION PLAN FOR <br />THE CITY OF LOUISVILLE ORGANIZATION <br />DATE: OCTOBER 10, 2023 <br />PRESENTED BY: KAYLA BETZOLD, SUSTAINABILITY MANAGER <br />JEFF DURBIN, CITY MANAGER <br />KEVIN FREY, FACILITIES SUPERINTENDENT <br />KURT KOWAR, DIRECTOR OF PUBLIC WORKS <br />RYDER BAILEY, FINANCE DIRECTOR <br />EMILY HOGAN, ASSISTANT CITY MANAGER <br />SUMMARY: <br />The 2023 City Council Work Plan includes an item for "City Climate <br />Change/Greenhouse Gas Reduction Initiatives" to "complete and begin implementation <br />of internal strategic decarbonization plan for City facilities and operations". <br />Staff are presenting the Internal Decarbonization Plan and implementation options for <br />Council consideration and direction. <br />BACKGROUND: <br />In November 2022, the City contracted with McKinstry Essention, LCC to complete an <br />engineering, mechanical and financial analysis for each of its municipal facility sites and <br />associated fleet and equipment with the goal of creating a strategic roadmap for cost- <br />effective electrification and decarbonization of all City buildings, fleet, equipment and <br />operations. <br />Staff and the McKinstry team presented to Council in August which included the Internal <br />Decarbonization Plan Strategic Roadmap's key findings, a 3-phased implementation <br />approach and an analysis of project components, including zero carbon electricity <br />options, financial considerations, decarbonization co -benefits, and funding strategies. <br />Council directed staff to return with more information about funding, financing and <br />implementation of the Plan's recommendations. <br />Plan Alignment with Council Priorities <br />Climate Action Goals <br />In 2019, City Council advanced its commitment to climate action by unanimously <br />adopting Resolution 25-2019, setting clean energy and carbon emission reduction goals <br />for the municipality and larger community.
