SUBJECT: RESOLUTION NO. 48, SERIES 2023 <br />DATE: OCTOBER 10, 2023 PAGE 2 OF 7 <br />Meet all of Louisville's municipal electric needs with 100% carbon -free sources <br />by 2025 <br />Reduce core municipal greenhouse gas (GHG) emissions annually below the <br />2016 baseline through 2025 (2016 baseline is 4,016 mtCO2) <br />As of March 2020, all City facility electricity comes from carbon -free sources, which is <br />supplied as a premium charge added to each premise's monthly electricity consumption <br />through utility billing (Renewable*Connect and Windsource). City facilities also <br />participate in community solar gardens in Boulder and Weld counties and onsite solar at <br />the Water and Wastewater Treatment Plants. <br />Currently, the City is not meeting the municipal goal to decrease core GHG emissions <br />annually from the 2016 baseline. In 2021, municipal greenhouse gas emissions <br />decreased, but are significantly higher than the baseline year of 2016, likely due to the <br />Recreation Center expansion in 2018. <br />Sustainability Action Plan <br />This project supports many internal goals outlined in the adopted Sustainability Action <br />Plan, including the high priority Energy goal to "implement facility audit <br />recommendations ... with consideration of resource limitations and other constraints" and <br />"explore expansion of capacity for onsite electricity... generation to decrease energy <br />consumption". The plan also supports transportation goals to "actively promote the <br />adoption of ... electric vehicles for Louisville's fleet as appropriate technology develops' <br />and "develop EV charging stations in strategic City locations for future ... EV fleet <br />integration". <br />Internal Decarbonization Plan Strategy <br />The 2023 Plan outlines near, mid and long term goals for decarbonization of the City's <br />buildings, fleet and equipment. One of the key recommendations from the final report <br />lists "Internal Decarbonization Plan review every 5-7 years". For this reason, staff <br />recommends prioritizing the near term recommendations when considering <br />implementation options. <br />Near term recommendations include improvements to five City facilities — the <br />Recreation & Senior Center, Public Library, City Hall, Police & Municipal Courts and Sid <br />Copeland Water Treatment Plant. These facilities were selected for near term <br />improvements due to their equipment nearing the end of its useful life. <br />The near term project scope includes: <br />• Building hybrid electrification and EV charging installations at five City facilities <br />listed above <br />Onsite renewable energy installation at seven sites, for a total of 2.3 MW <br />Energy efficiency and load reduction at all ten City facility sites <br />CITY COUNCIL COMMUNICATION <br />q <br />
