SINCE 1878 <br />SUBJECT: APPROVAL OF RESOLUTION NO. 76, SERIES 2023 — A <br />RESOLUTION APPROVING AN ADDENDUM TO WASTEWATER <br />TREATMENT PLANT SOLIDS HANDLING UPGRADE PROJECT <br />PRE -CONSTRUCTION PHASE SERVICES AGREEMENT WITH <br />ASLAN CONSTRUCTION, INC. <br />DATE: DECEMBER 5, 2023 <br />PRESENTED BY: KURT KOWAR, P.E., PUBLIC WORKS DIRECTOR <br />6'illLT, I►Ti1_1X11a <br />Staff recommends the approval of the contract amendment with Aslan Construction Inc. <br />in the amount of $800,986 along with a 10% contingency of $80,000 for the pre -purchase <br />of equipment for the WWTP Solids Handling Upgrade project. <br />The solids handling facilities at the Wastewater Plant (WWTP) were constructed in 1986 <br />and 1998 and the associated equipment is reaching the end of useful life. In addition to <br />the replacement of equipment, this project is looking to enhance operations. Major project <br />elements include: the rotary drum thickener, centrifuge, WAS storage, building <br />improvements, electrical equipment, polymer systems and SCADA control upgrades. <br />JVA was recently awarded the final design contract and JVA, Aslan Construction, and the <br />City have continued the CMAR process nearing the 60% design benchmark. The team <br />has identified some key equipment that have long lead times and that will not be changed <br />during the remainder of the design. The lead times for some of the equipment above is <br />as high as 40 weeks. The City will continue the CMAR process with future Council actions <br />of pre -purchasing of additional equipment as needed and the execution of a guaranteed <br />maximum price (GMP) for construction.
