City Council <br />Meeting Minutes <br />December 20, 2022 <br />Page 9 of 11 <br />SUBSTITUTE MOTION: Mayor Pro Tern Maloney moved to table the ordinance to a <br />date uncertain but take action in Q1 or Q2 of 2023 when we have more information. <br />Councilmember Leh seconded the motion. <br />Councilmember Leh stated everyone agrees we have a serious and urgent climate <br />problem that needs to be addressed. We all agree on our sustainability goals. We all <br />agree on the cohort process that will establish regional standards. He would like staff to <br />get additional public input on this version of the ordinance given there have been so <br />many changes since first reading. He would rather table this until staff could get <br />additional public input and bring it back in first quarter of 2023. <br />Councilmember Leh made a friendly amendment to table the ordinance to February 21 <br />to allow time for a roundtable with the business community to take input on the <br />ordinance. Mayor Pro Tern Maloney accepted the amendment. <br />Councilmember Most stated she thinks there has been reasonable public input and <br />additional time is not likely to change any minds or garner more support. She stated this <br />is a good compromise so continuing to keep this open is not an effective use of <br />everyone's time. She understands the desire for more engagement but there is a point <br />we need take action and we can address problems if they arise. <br />Councilmember Fahey stated she is comfortable the Council took enough input from the <br />two public meetings. Staff did incorporate comments from the business community to <br />get to where we are and allowing specific exceptions. The Council can amend this if we <br />need to and we can look at incentives for new buildings if we want to. <br />Councilmember Dickinson stated the City has been leading the way in code adoption. <br />He is excited about the cohort bringing this to all communities. This will happen sooner <br />than later regionally. He would prefer moving with the cohort rather than ahead of them. <br />He stated he likes this code as presented but would prefer to do this in conjunction with <br />the cohort or doing it in Q1. <br />Mayor Stolzmann closed the public hearing. <br />VOTE ON SUBSTITUTE MOTION: Motion failed on a 4-3 vote with Mayor Stolzmann, <br />and Councilmembers Brown, Councilmember Fahey, Councilmember Most voting no. <br />VOTE ON ORIGINAL MOTION: Motion carried by unanimous roll call vote. <br />RESOLUTION NO. 55, SERIES 2022 — A RESOLUTION AMENDING THE 2022 <br />BUDGET BY AMENDING APPROPRIATIONS IN THE SOLID WASTE & RECYCLING <br />FUND AND GOLF COURSE FUND FOR ADDITIONAL APPROPRIATIONS WITHIN <br />SUCH FUNDS — PUBLIC HEARING (advertised Daily Camera 12/16/2022) <br />KN <br />
