LL Cityof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM 4C <br />COLORADO • SINCE 1878 <br />SUBJECT: AWARD BID AND APPROVE CONTRACT FOR 2023 <br />CONSTRUCTION MANAGER / GENERAL CONTRACTOR <br />PRECONSTRUCTION SERVICES FOR PARK AND <br />PLAYGROUND ENHANCEMENTS <br />DATE: MAY 8, 2023 <br />PRESENTED BY: BRYON WEBER, PARKS PROJECT MANAGER <br />ADAM BLACKMORE, DIRECTOR PARKS, RECREATION, AND <br />OPEN SPACE DEPARTMENT <br />SUMMARY: <br />The 2023 Park and Playground enhancements include a combined $1,000,000 <br />investment towards the improvement and/or reconstruction of Enclave, Sunflower, Joe <br />Carnival and Meadows parks. For this initiative, Staff desire to utilize an integrated project <br />delivery method in the form of a Construction Manager / General Contractor (CM/GC) <br />agreement. <br />This method allows for continuous contractor involvement beginning early in the design <br />process as a way to better control the project's overall budget and schedule. <br />Contractually, CM/GC delivery will be divided into two separate agreements — the first <br />(enclosed with this form) is solely for preconstruction services with a future, second <br />contract for construction/implementation. <br />Preconstruction services will include, but are not limited to, assisting the City throughout <br />the project design phase by participating in the public input process, reviewing and <br />advising on project design documentation, developing cost estimates and establishing <br />construction schedules for proposed designs to better inform decision making. <br />To select a contractor, a Request for Proposal for CM/GC services went out to <br />competitive bidding and respondents were asked to provide a lump -sum price for <br />preconstruction services and a management price percentage to be applied to the <br />future cost of construction. The sole proposal received was: <br />Preconstruction <br />Management <br />Company Name <br />Services Fee <br />Price <br />Percentage <br />Krische Construction Inc. (KCI) <br />$18,000 <br />12% <br />Note: The second contractual agreement will be developed towards the end of the design <br />process when the scope of construction and final construction price can be negotiated. <br />That contract will include application of the management price percentage to the cost of <br />construction and is planned to come back to Council for approval in the fall of 2023. <br />CITY COUNCIL COMMUNICATION <br />31 <br />
