LL Cityof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM 413 <br />COLORADO • SINCE 1878 <br />SUBJECT: APPROVAL OF A REQUEST FOR PROPOSALS FOR <br />CONSULTANT SERVICES TO DEVELOP A HOUSING PLAN <br />DATE: JANUARY 10, 2023 <br />PRESENTED BY: ROB ZUCCARO, DIRECTOR OF COMMUNITY DEVELOPMENT <br />LISA RITCHIE, PLANNING MANAGER <br />SUMMARY: <br />City Council directed staff to develop a housing plan in summer of 2021 during <br />discussions related to affordable housing. The Colorado Department of Local Affairs <br />(DOLA) award the City an HB21-1271 Innovative Affordable Housing Strategies Grant <br />to undergo this plan in late 2021, with an anticipated start date in early 2022. However, <br />due to the Marshall Fire, the City delayed the start until 2023. The housing plan will be a <br />standalone document that informs land use policy recommendations and decision <br />making through the upcoming Comprehensive Plan process. <br />Staff is presenting the attached Request for Proposals (RFP) for approval by City <br />Council. The project is intended to take approximately six months to complete and will <br />result in the development of a strategic and actionable plan to address housing needs in <br />the community, with a focus on attainable and affordable housing. The RFP scope <br />includes: <br />• Review of Background Information, Data, Policies and Plans <br />o The outcome of this task is to understand the regulations and policies in <br />place today to identify opportunities and barriers to achieving the goals <br />established in the Housing Plan. <br />• Demographic, Market, Land Use and Housing Needs Analysis <br />o The outcome of this task is to understand the existing and future <br />economic, demographic, land uses, and housing trends of the city to form <br />the basis for the recommendations in the Housing Plan. <br />Public Engagement and Engagement with City Council, Planning Commission <br />and potential advisory committee <br />o The outcome of this task is to ensure that multiple perspectives and voices <br />are able to participate and inform the Housing Plan. The engagement <br />strategies should provide differing means for participation, including <br />online, in -person, and surveys, and allow for input into both the analysis <br />and the recommendations and goals in the Housing Plan. <br />CITY COUNCIL COMMUNICATION <br />21 <br />
