Provide a proposal outlining a detailed scope of work that aligns with the $8o,000 budget for the study. The following is intended to provide a general outline of what the city anticipates as the major elements of the study, but submitters are encouraged to develop a scope that they believe will lead to best outcomes for the city based on the city's goals and intent for the study. The scope of work should address the following: Review of Background Information, Data, Policies and Plans • Review of Background Information, Data, Policies and Plans. The outcome of this task is to understand the regulations and policies in place today to identify opportunities and barriers to achieving the goals established in the Housing Plan. Demographic, Market, Land Use and Housing Needs Analysis • The outcome of this task is to understand the existing and future economic, demographic, land uses, and housing trends of the city to form the basis for the recommendations in the Housing Plan. Public Engagement and Engagement with City Council, Planning Commission. • The outcome of this task is to ensure that multiple perspectives and voices are able to participate and inform the Housing Plan. The engagement strategies should provide differing means for participation, including online, in -person, and surveys, and allow for input into both the analysis and the recommendations and goals in the Housing Plan. Create Strategic Initiatives and Policies • The outcome of this task is the Housing Plan. The plan should include actions the city can take, including regulatory, programmatic, land use and other policy changes to address current, short-term and long-term housing needs. Identification of partnerships and regional collaboration opportunities are desired. Focus on strategies that achieve the goal of 12% permanently affordable housing should be included. List of Deliverables and Schedule The proposal should provide a list a deliverables to develop the Housing Plan. The desired schedule for completion of the Housing Plan is 6 months. Section 3.
