COUNCIL INFORMATIONAL COMMENT ON PERTINENT ITEMS
NOT ON THE AGENDA

Mayer had noticed that Louisville's revenue from water seemed to be up significantly this year. He
suggested revisiting the City's rate study to make sure the original assumptions are still correct and
that the projected rate increases are still warranted.

Davidson stated that there is already a Work Session scheduled to do just that early this year.

Sisk acknowledged the letter Mayor and Council had received from Keagan O'Rourke at Louisville
Middle School, which he felt was well written and contained some very thought provoking
comments. He would be contacting O'Rourke.

REGULAR BUSINESS

PRESENTATION - CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN
FINANCIAL REPORTING AND DISTINGUISHED BUDGET PRESENTATION AWARD

Davidson read and presented the Certificate of Achievement, to the City of Louisville for its 1995 for
its comprehensive Annual Financial Report. Dianne Ray, Director of Finance, accepted the awards.
The City had been receiving this award every year since 1990. Along with that, the Government
Finance Office Association awarded the City of Louisville the Distinguished Budget Presentation
Award for its 1996 Budget.

Dianne Ray, Finance Director, recognized her stafffor their hard work making the award possible.

RESOLUTION NO. 3, SERIES 1997 - CONCERNING A PETITION FOR THE
ANNEXATION OF PROPERTY TO THE CITY OF LOUISVILLE, COLORADO, KNOWN
AS THE MOBLEY ANNEXATION AND FINDING THE AREA PROPOSED TO BE
ANNEXED ELIGIBLE FOR ANNEXATION

Paul Wood, Planning Director, spoke on Resolution No. 3, Series 1997 and Ordinance No. 1244,
Series 1996. He pointed out that Resolution No. 3, Series 1997, is resolution of eligibility for the
Mobley Annexation. Ordinance No. 1244, Series 1996, authorized the annexation of 13.68 acres
owned by Mr. and Mrs. Donald A. Mobley. The petition for annexation was approved at first reading
and the annexation agreement had been signed with the following summary of conditions:

1.)

2.)

The owner will not be required to convey water rights, or dedicate public use open
space as a condition of annexation. Louisville may require the "Owner" to dedicate
some of the property for public use as a condition of any future subdivision.
Louisville will provide 1" water tap, one sewer tap, and waive the tap fees therefore
for the single family residence in existence on the property on the effective date of this
agreement.

3
