<br />City Council <br />Meeting Minutes <br />June 16, 2009 <br />Page 3 of 8 <br /> <br />REGULAR BUSINESS <br /> <br />RECOMMENDATION FROM JOHN BREAUX MEMORIAL COMMITTEE <br /> <br />Mayor Sisk requested a presE!ntation. <br /> <br />Public Relations Manager Muth explained the City Council asked the members of <br />the John Breaux Memorial Committee to make a recommendation regarding a <br />memorial for John. The Committee recommended a full-size bronze statue of <br />John on his bicycle. Local sculptor Dawn Record offered to build the sculpture <br />and donate her time. The committee recommended the sculpture be placed at <br />the Front Street Plaza, at the corner of Front and Spruce Streets and the plaza <br />be renamed "John Breaux Memorial Plaza." The family will pay for the statue out <br />of the Memorial Fund and will meet on June 29 to solidify an agreement and <br />understanding with the sculptor. Staff suggested the City pay for any necessary <br />improvements to the Plaza required for the installation of the statue. <br /> <br />COUNCIL COMMENT <br /> <br />Councilors supported the statue and its placement. Mayor Sisk thanked the <br />following members of the Committee for their work and recommendation: Dave <br />and Lori Bright; Audrey DeBarros; Spencer Guthrie; Maryan Jaross, Jay Keany; <br />Jay Lanhere; and Mark Presiclhetti. <br /> <br />MOTION: Councilor Muckle moved the Council accept the recommendation of <br />the John Breaux Memorial Committee, seconded by Mayor Pro Tem Marsella. <br />Roll call vote was taken. The Illotion passed by a vote of 7-0. <br /> <br />DISCUSSION/DIRECTION -FILLING OF VACANT BOARD COMMISSION <br />POSITIONS <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />City Manager Fleming explainE~d the City takes applications in November to fill <br />the open positions on boards and commissions. For some boards the lack of a <br />member or two is not a problem; however, for other boards a lack of quorum can <br />make it difficult to conduct meetings. To simplify and clarify this process, Staff <br />asked Council to consider the following: If a board or commission has enough <br />vacancies to cause issues with getting a quorum; <br /> <br />· Staff will advertise for new members on the City's web site; <br />· Members of the board can recruit residents to apply for the vacancy; <br />· The Mayor will interview all interested parties; <br />
