City Council
Meeting Minutes
June 16, 2009

· At a regular City Council meeting, the Mayor will make a recommendation
regarding the appointment to the complete City Council;
· City Council will vote on the appointments of new members.

If vacancies are not causing a problem in getting a quorum, they will not be filled
until the annual interview process.

COUNCIL COMMENTS

Councilors Sackett and Dalton supported the recommendation.

Councilor Muckle asked if the appointment would require the appointee to
reapply in November. City Manager Fleming explained Staff is reviewing the
terms of all the boards and commissions to determine if the terms can be
staggered, to eliminate a significant turnover at one time. He stated it would
have to be reviewed on a case-by-case basis.

Councilor Muckle asked what would happen if there were more than one
candidate for a single position. Councilor Dalton recommended the City Council
interview and appoint, but if there is only one candidate for one position, the
Mayor should interview and make a recommendation to the City Council.

Mayor Pro Tem Marsella and Council Yarnell supported Staff's recommendation,
and suggested the appointee be required to reapply for the position in November.

Mayor Sisk supported filling vacancies on an interim basis and a reappointment
be considered at the Council's annual review.

City Attorney Light explained Staff must review all boards and commissions,
which have originating ordinances relative to provisions of filing vacancies, to
determine whether an ordinance is required to clarify interim appointments.

ORDINANCE No. 1550, SERIES 2009 - AN ORDINANCE AUTHORIZING THE
PAYMENT OF CITY MONEYS FOR THE ACQUISITION OF REAL ESTATE
LOCATED AT 834 FRONT STREET WITHIN THE CITY OF LOUISVILLE _ 1st
Reading - Set Public Hearing 7/7/09

Mayor Sisk requested a City Attorney introduction.

City Attorney Light read Ordinance No. 1550, Series 2009.

MOTION: Mayor Sisk moved to approve Ordinance No. 1550, Series 2009 on
first reading, ordered it published and set a public hearing for July 7,2009,
seconded by Councilor Dalton. All were in favor.
