<br />City Council <br />Special Meeting Minutes <br />June 23, 2009 <br />Page 2 of 7 <br /> <br />Review of Expenditure Estimates for 2009 and Projection through 2015 - <br />Expenditure Targets for Long-Term Financial Model: Finance Director <br />Watson summarized the projected expenditures percentage of <br />increases/decreases from 2009 - 2015 for salaries and wages; employee <br />benefits, supplies and purchased services. The estimates were averaged <br />between 2010 and 2015. He noted the deterioration of the Conservation Trust <br />Fund balance. Impacts to the General Fund Balance were discussed. <br /> <br />Council Discussion: Mayor Sisk noted the City must live within the budget. <br /> <br />Department Directors were asked to address overtime within their departments. <br />Parks & Recreation Director Stevens noted most overtime is through special <br />events, snow storms and the seasonal management of the athletic fields. He <br />asked Council whether clearing trails and open space should be a priority. He is <br />reviewing exempt employees who are not eligible for overtime. <br /> <br />Chief Goodman stated the Police Department's overtime is generally for special <br />events, unanticipated events, and the holidays. Overtime will be monitored <br />through shift changes, or sch,eduling light shifts. <br /> <br />Public Works Director Phare stated overtime for Public Works is for special <br />events, snow removal and an on-call basis. He noted overtime was scheduled <br />on a Sunday for sewer maintenance along McCaslin, when the traffic was light. <br /> <br />Council Discussion: Council Dalton asked if Parks salaries are taken out of the <br />Conservation Trust Fund. City Manager Fleming confirmed they are. <br /> <br />Councilor Dalton suggested clearing of trails should not be a priority. <br /> <br />Councilor Muckle noted if the Conservation Trust Fund is depleted there will not <br />be any money to purchase open space property. Councilor Dalton stated <br />eventually there will not be any open space properties to purchase, but there will <br />always be the cost of maintenance of the existing properties. <br /> <br />Mayor Sisk stated the last balllot issue on open space included a maintenance <br />clause. City Manager Fleminn suggested changing the name of the fund to <br />include maintenance. <br /> <br />Councilor Muckle appreciated Staff's conservative revenue projections. <br /> <br />Public Comments: John Leary, 1116 LaFarge Avenue, Louisville, CO noted there <br />are two terms; revenue projections and revenue assumptions. He felt it would be <br />valuable information for the voters to understand the difference. He asked what <br />part of the budget reflects the regional trend and suggested an explanation for <br />the revenue trends and the possible interventions. <br />
