<br />City Council <br />Special Meeting Minutes <br />June 23, 2009 <br />Page 3 of 7 <br /> <br />Council Discussion: Councilor Dalton stated there are two remedies; raise taxes <br />or cut services. <br /> <br />City Manager Fleming explained there is also another remedy, fees for services. <br />He explained the City of Loveland implemented a transportation fee and other <br />communities are looking at such fees on services to increase revenues. <br /> <br />Mayor Sisk stated assisting in business development/retention benefits the City. <br /> <br />Mayor Pro Tem Marsella statl3d the basis for a sound economy is diversification <br />of the funds and noted sales tax alone cannot carry the City. <br /> <br />Councilor Muckle asked about the funding for the Windy Gap Project. Finance <br />Director Watson explained the project is estimated to cost 8 million dollars over a <br />six-year period. <br /> <br />Review of Projected Chang1es to Fund Balances for 2009 through 2015: <br />City Manager Fleming presented the Long-Term Financial Mode and Review of <br />Projected Changes to Fund Balances for 2009 through 2015. The Council <br />voiced confirmation of the adjustment of expenditure targets. <br /> <br />QUESTIONS FOR COUNCIL. <br /> <br />Does Council agree the current operational deficit is widening? Council was <br />in agreement. <br /> <br />Is Council supportive of stcllrting corrective action in 2009 and not waiting <br />until the 2010 budget process? Council was supportive. City Manager Fleming <br />addressed a hiring freeze and asked Chief Goodman to respond. Chief <br />Goodman stated the Police Department is adequately staffed in the event of a <br />hiring freeze. He noted they have two new hires currently going through training. <br /> <br />How much of a decline in General Fund balance is acceptable for 2009 and <br />what is the minimum the G4:meral Fund Reserve should go below in the <br />long-term? City Manager Fleming requested Council discussion. <br /> <br />Council Discussion: Councilor Sackett was comfortable with the direction <br />management has taken and felt the reserve would be used properly, however, <br />after the recession is over, the money should be returned to the reserve fund. <br />He requested the post office acquisitions be shown as an asset. <br /> <br />Councilor Dalton stated the building was purchased with a purpose in mind. City <br />Manager Fleming stated there can be different scenarios for the post office. <br />
