These funds <br />were returned to allow Comcast to recover its cost from the 2006 capital grants to <br />the City and CCTV 54. Approximately $22,000 will be generated in PEG fee <br />revenue for the remainder of 2009 and $30,000 on an annual basis until 2013, <br />when the franchise agreement expires. The money is dedicated to capital costs <br />associated with the City's Channel 8 and CCTV 54 Public Access programming. <br /> <br />CCTV requests one-half or more of the funds and supplied a list of capital <br />purchases for which they would use the funds. The City portion would relate to <br />the production of Channel 8 for cameras, editing equipment, associated software <br />and microphones for broadcasting City meetings and events. The Staff <br />recommended a 50/50 split of the $22,000 PEG fees between the City and CCTV <br />54 for 2009, and of the $30,000 on an annual basis until 2013. <br /> <br />PUBLIC COMMENTS <br /> <br />Alan Sobel, 1408 Kennedy Avenue, Louisville, CO explained his earlier <br />comments were not directed at Mr. Fleming but at the selection and evaluation <br />process. He stated on February 13, 2009 he delivered a 2-page complaint <br />against Comcast Cable Television and has yet to receive a response from the <br />City. He addressed the City's request for 50% of the PEG fees without <br />documentation, when CCTV submitted a four page request outlining their needs. <br />He stated the City officials allocated $15,000 annually to the government <br />channel, and sets a standard for performance for others, but the City itself, fails <br />to comply. He stated Comcast Cable Television operates in Louisville for free, <br />using public right-of-ways, takes 5 million dollars in revenue from the City's <br />subscribers and gives nothing to the City in return. He noted PEG fees were to <br />
