City Council
Meeting Minutes
August 25, 2009

COUNCIL COMMENTS

Councilor Yarnell also opposed Item #24 - reduction of the meal services and
asked if there is one day, which is under utilized. She suggested looking at
cutting flowers in the medians, clothing and uniform allowance. She addressed
Item #54 - Community Events and asked if this item is still being negotiated.

City Manager Fleming explained Wednesday appears to be less frequented by
the seniors. The Senior Advisory Board and the Senior Center Staff will monitor
the meal service. He addressed Item #54 and noted the City is still proposing to
do all the events in 2009, however there may be some scaling back of events in
the 2010 budget. Staff will be looking at specific proposals and sponsorships.

Mayor Pro Tem Marsella agreed some of the items should be reviewed such as
the flowers in the medians and uniform allowances. She was not opposed to
looking at deeper cuts on the D and C List. City Manager Fleming confirmed
those items will be reviewed in the 2010 budget process.

Mayor Sisk also opposed Item #24, a one day reduction of the senior meal
service. He suggested looking at residency and discussing the matter with the
Senior Advisory Board and Senior Center Staff. He favored keeping the meals
on site for five days. He applauded Staff for their work on the 2009 reductions.

Councilor Muckle suggested the City Manager discuss meal services with other
City Managers based on the percentage of their residents who use the City's
meal services. He addressed the reduction to the Louisville Cultural Council
(LCC) for their Concert in the Park and the Street Faire contribution. He felt both
events provide musical entertainment for the residents. He suggested splitting
the funds equally between the two music venues. He supported giving LCC funds
from the Council contingency funds.

Mayor Sisk summarized Council's comments as follows: Re-evaluate Items #24
meal services; #54 community events; reduce contribution to the Street Faire to
make up for the reduction to the LCC. He stated reducing the Street Faire
budget sends the wrong message and noted downtown businesses thrive during
the summer because of the Street Faire.

Councilor Dalton addressed the contribution to the LRCAB and suggested
eliminating the funding for 2010. City Manager Fleming explained the City
budgets $2,500 for LRCAB and the County provides a matching grant of $2,500.

Councilor Clabots explained funds are specifically granted from the County every
year for such projects as light bulb replacement. Councilor Dalton suggested by
not funding LRCAB the City would have a net gain of $2,500.
