E & F INDUSTRIES cont'd

CITY ADMINISTRATOR REPORT
WATER LINE PROJECT

CITY HALL REMODELING

BUDGET

contributing to the City through any tax
base and he felt they were not that good
of an industry. Councilman DelPizzo
concurred.
Mr. Wurl stated that he had spoken with
E & F Industries the last time the
matter was brought to Council and they
stated that they were going to move
all the heavy blasting to eastern Colorado.
He also stated that he could not find
any type of agreement when the firm
came to the City in regards to how
many pounds of explosive could be set
at one time.
Councilman Berry stated that he recalled
something in the amount of 3 pounds
maximum charge. Mr. Wurl stated that
he could not find the information.
Attorney Morris stated that the only
way they can be stopped from blasting
was to check and see if they are violating
any of the City ordinances. It was
suggested that a seismograph be placed
to see the concussion of the blast.
Councilman Berry stated that the City
might consider drawing up a type of
ordinance that would stop the larger
blasting, if there was none now that
could be applied. After final discussion
Councilman Berry moved that the City
Attorney and City Administrator be in-
structed to explore the possibilities
of solving the problem either by
existing ordinances or propose a new
ordinance negotiating a new agreement
whereby this problem can be solved.
Seconded by Councilman DiCarlo. All in
favor motion carried.

Mr. Wurl reported that the project is
about 15% completed.

Mr. Wurl reported that City Hall is
moving along and probably will be com-
pleted to have the next Council meeting
in the new chambers.

Mr. Wurl briefed Council on the budget
forms that were distributed. He stated
that a meeting was scheduled for
September 17, 1975.

-9-
