SPECIAL MEETING LOUISVILLE CITY COUNCIL JULY 31, 1975 Mayor Waschak called the special meeting to order at 7:00 P.M. with the following Council members present: Domenico, Berry, Caranci, Dhieux, DelPizzo. Absent: Councilman DiCarlo. Others present: City Administrator Wurl, City Engineer White, City Clerk Santilli. DUTCH ELM DISEASE PRESENTATION Doug Fraser and Luther Green of the Colorado Forest Service presented a filmed report on the Dutch Elm Disease to Council. They re- quested that Council act by way of resolution to help control the diseased trees now and in the future. Mr. Wurl stated that the matter would be dis- cussed later on in the meeting. JAYCEES 3.2% LIQUOR LICENSE Mr. Wurl stated that the license was in order for the 48 hour license to be used during the fall festival on August 31, and September 1, 1975. The stand will be located on the Stein- baugh lot across from the City parking lot. Mr. Schreiter stated that corporation papers were needed to get the license, and that he now had them. Mr. Schreiter stated that the stand will be in a roped off area and members of the Jaycees will be watching that no one underage is served. Also, he stated that they were planning on having the san-o-let facilities in their area. The alcohol will be consumed in the roped off area only. Mr. Tim Camps stated that the Jaycees are trying to acquire a pop machine for the sales of soft drinks in the area also. He stated that the Jaycees felt this stand will give the people who are of age to drink 3.2% beer an opportunity to do so legally without driving in their cars and help to keep them out of the taverns which require you to be 21 years of age. Attached to the application for the license was a letter granting permission to the Jaycees to use the Steinbaugh lot and leaving all responsi- bilities to the Jaycees. Mr. Wurl stated that after execution of the in- corporation papers, the City will have to have a copy for the file. Mr. Schreiter stated that he would get the City their copy. After discussion Councilman Caranci, moved that Council approve the 3.2% 48 hour liquor license application for August 31, and September 1, 1975, from 8:00 A.M. to 12:00 P.M on both days for the Jaycees beer stand during the fall festival.
