<br />The families of Steve Melick and William Scrano owned the home from 1902 to 1918. <br />They were both immigrants to this area (Melick was from eastern Europe and Scrano <br />was from Italy). The families of Wintle and Koeppler owned the home from 1918 to <br />1940. From 1940 to 1971, the Rossman family owned the house. <br /> <br />Please see attached historical research for a complete detailed history of the property. <br /> <br />There is also a garage building on the site. Staff has no information on the age of this <br />building. <br /> <br />The following research materials are attached for your review: <br />. Demolition permit request <br />. Building site historical research <br />. 2009 assessor's Information & Arial Map <br /> <br />STAFF RECOMMENDATION: <br /> <br />Given the fact that the original 10' X 12' structure is still intact in its original location, the <br />home has cultural significance as it is a style particularly associated with Louisville and <br />represents the built environment of the coal miners, and the windows appear to be in <br />their original location. Because of this, staff recommends the HPC place a stay on the <br />permit. Staff also recommends that the HPC try to work with the applicant to maintain <br />the fac;:ade of the home and build an addition on the rear thus maintaining the historic <br />character of the street facing fac;:ade. <br /> <br />However, staff recommends the permit on the garage be released as we have no <br />information on the age or history of the building. <br /> <br />COMMISSION ACTION: <br /> <br />The Commission may vote to either release the demolition permit or hold the permit for <br />the remainder of the 180-day period. In this case, the 180-day period will expire on <br />December 5, 2009. In that 180-day period, the Commission and applicant may work to <br />find an alternative to demolition. If no alternative is found by December 5, the applicant <br />is free to demolish the building. <br /> <br />Staff reminds the Commission that decisions and questions regarding this <br />property and public hearing must be relevant to the criteria listed below taken <br />from Ordinance No. 1463, Series 2005. <br /> <br />Commission Public Hearings on Permits: When applicable, the <br />Commission shall hold a public hearing on the permit application within <br />sixty (60) days after the Building Division accepts a completed <br />application. If the Commission fails to hold a public hearing within sixty <br />(60) days after the Building Division accepts a completed permit <br />application, the City shall issue the f'ermit if all other reCluirements of the <br />permit f'rocess have been met:..JThe Commission shall consider and base <br />its'deCision up-on any' of the following criteria: <br />
