Historic Preservation Commission
Meeting Minutes
June 15, 2009

Stewart stated that the class seemed interesting but a two day commitment
seemed a bit much.

Lewis asked what dates the class would be available. Koertje answered July 13th
and 14th.

Update/Discussion/Action - Programming of Historic Preservation Fund,
next steps

Koertje stated that one of the first things we need to do is revisit the application
design for the grant program. Meredyth Muth had worked on it at one time so we
might be able to use her draft. He then asked the Commission if there should be
separate applications for each grant request?

Tofte stated the application process should be as simple as possible.

Muckle agreed with Tofte's statement. She stated the Boulder County's
application (through Park's and Open Space) is very simple.

Koertje recommended the Commission create an application that is a hybrid
between the Louisville Draft and the Boulder County's application. Koertje then
asked how the loan program should be established?

Lewis asked who would administer the loans?

Muckle asked if there would be a 1099 needed or not?

McCartney stated that staff would follow up on those questions.

Muckle recommended that staff check with other communities on how their loan
programs are administered.

McCartney stated that staff would provide example language from other
communities as well as a draft application for the next meeting.

Muckle asked about the status on hiring a Preservation Planner?

McCartney stated that they are still in discussions regarding this position and are
hoping to have someone by the Fall.

Plan for Structural Surveying

Koertje asked if the Commission was still interested in providing a building survey
even though the State Historical Fund (SHF) just denied the grant application for
the survey.
