Lydia Morgan dropped to 95% occupancy and staff determined that keeping the rental signs out
longer would assist the LHA in building a waitlist for the site. This waitlist will reduce downtime
and vacant units. Staffhas encountered that seniors are requiring additional time to be able to
move into a new setting due to the economy.

Section 8: HCV Program Report

Monthly statistics
There is a funding issue that staff are monitoring within the Section 8 Housing Choice Voucher
program and it is occurring because people are losing their jobs and expenditures are going up. In
2005, HUD changed the allocation methodology from a unit-based methodology to a budget based
allocation. On average there is an $80/month increase in the HAs expenditures on HAP. The
budget is currently over expended. .

South Boulder Road Property Update
Rob and Steve will be meeting to discuss the property. There is interest in the property by Habitat
for Humanity. Sheri is getting the deed restrictions on the property. LHA would incur legal costs
with the property and need to be included in the project. The driveway area at the site is
deteriorating. LHA does have plans on the site from several years ago and will locate them.

Review and Finalize Article

Reviewing and finalizing the article will be moved to September meeting. Selena interviewed 3
people and took pictures. She will finish article and email to Callan to review. Terri and Callan
will meet to discuss article and bring it to the September meeting.

Follow-up on Louisville City Council Study Session with the Louisville Housing Authority

Sheri would like LHA to meet with open space regarding the potential purchase of the church
property on S Boulder Rd.

Discussion of Agenda Items for next 2009 LHA board meeting: Sunnyside Place Apartments.
September 29. 2009.

Review and finalize article

Action Items:

Notify Pat Critchfield of any updates on Homeless Prevention and Rapid Re-Housing Funds

Send copies of comp plan and needs assessment to Selena

Locate plans for S Boulder road property

** Any member of the Public may speak on any subject not related to the agenda.
