Building Code Board of Appeals
Minutes
06/18/09
Tim Parker opened by saying that he has no real presentation tonight. The
Louisville Fire District wrote a comprehensive plan for Louisville. There have only
been five fire fatalities in Louisville in the past 30 years. This is an incredibly good
and low number. Tim states that therefore, he supports the adoption of the 2009
ICC Code which prevents fires and has better protection for the future of our
community. Specifically, Tim is talking about the main addition to the Code of the
residential sprinkler code. He stated that in deciding what is best for Louisville, he
met with the City Council in several work sessions with the intent to explore what
is right for Louisville. The 2009 Code is a technical analysis which speaks for
itself, and it will also save lives of fire fighters. The Code is based on time and
resources. These two issues can be a problem since the Louisville Fire
Department is not fully paid and mostly a volunteer department. Tim stated that
this is about all of his summary presentation he gave to City Council.
Mike Jones asked Tim Parker if the sprinkler code does or does not
include tenant finishes?
Tim Parker answered that they did not declare tenant finish, so there fore
the answer is no. It only includes residential.
Mike Jones added that currently in Louisville there are only two homes
being built that are over 5000 SF and they both are sprinkled.
Rex Olson asked if we adopt residential Fire Code, will it not take effect
until 2011?
Mike Jones answered, yes, for home over 5000 SF. There will be a more
defined definition on what this 5000 SF includes. We as a Board with then go to
City Council with that information.
Tim Parker added that knox boxes will be for commercial structures only.
Gary Mancuso asked why not all the existing commercial buildings do not
have knox boxes?
Tim Parker answered that they are trying to be friendly to existing
commercial buildings except when the occupancy changes.

2. Review of 2009 Code Adoption Ordinance
Mike Jones stated we need to add any amendments, if any, in 2009 Code
Adoption. He said he thinks Louisville is ahead compared to other localities.
Everyone is shooting for January 1, 2010 for 2009 Code Adoption. He urged the
Board to please read well the new Code books and to look for anything specific
that needs to be changed.

3.0ther 2009 Code Amendment Discussion
Mike Jones said 120 SF size limitation needed for building permits, which
is basically small sheds, will be amended with Planning soon.

A. Administrative
1. By laws - Rules of Procedure Discussion
Mike Jones asked the Board to please refer to their newly typed By
laws. He said he wants to get their input tonight, then the finalization
goes to the City Attorney.
