Historic Preservation Commission <br />Meeting Minutes <br />July 20, 2009 <br />Page 4 of 9 <br /> <br />Lewis then asked the Commission if there could be a condition placed on the <br />approval to allow for a soft strip of the structure to uncover the historic buildings. <br />Whiteman asked what the intended development schedule of the project was. <br />Johnson stated he would like to move forward with design and have construction <br />in fall. <br />Williams asked Johnson what type of footprint will be designed for the new <br />structure. <br />Johnson stated he will be designing a modest 2,400 square foot structure that <br />will comply with the Old Town Overlay District regulations. <br />Williams asked if the structure would be two-story. <br />Johnson answered in the affirmative and stated the second floor would be <br />stepped back. <br />Williams asked if the basement will be preserved. <br />Johnson stated the existing house is actually over the setback lines and would <br />need to be moved to comply with the old town setback regulations. <br />Muckle asked if the basement was new. <br />Johnson said it was newer than the historical structure, but was probably built <br />th <br />around mid 20 century. <br />Whiteman asked if the structure is relocated, how that would be considered <br />preservation. Whiteman then asked if there was a way to maintain the structure <br />in a street side design. <br />Johnson said it might be possible to maintain the street side appearance but he <br />would not like to build over the structure and damage it. <br />Lewis asked if there was an active alley. <br />Johnson stated no, the property backs to the Louisville Elementary School. <br />Whiteman asked the Commission who on the Board would like to discuss <br />incentives. <br />Lewis stated removal of more than 50% of the historic materials would not qualify <br />this structure as a landmark. Lewis then asked if additions qualified for <br />incentives. <br />Koertje stated the HPC can only review structures that are over 50 years old. <br />Lewis asked staff if the additions could be removed without a permit. <br />McCartney stated they would need a permit for the demolition because staff <br />needs to make sure gas and water are properly disconnected. <br />Stewart asked if Staff would have any problem with the landmarking and <br />Certificate of Appropriateness running parallel. <br />McCartney answered staff would have no problems. <br /> <br />
