TO:

COUNCIL COMMUNICATION
MAYOR AND COUNCIL

FROM:

WILLIAM A. SIMMONS
CITY MANAGER

DATE:

December 10, 2002

SUBJECT:

Water Rates

ORIGINATING DEPARTMENT:

Finance

SUMMARY:

Staff has adjusted the proposed water rate schedules based on the information received from Council
during the last work session. Information regarding these two alternative schedules is attached for your
review. Included is an outline of the alternative rate schedules for residential, non-residential, and multi-
family accounts. Also included is a distribution ofthe number of accounts that fall within the various
ranges of the proposed rate schedules and a calculation of the current annual bill as compared to the
annual bill for the proposed rate schedule for the average consumption within each type of account.

NOTE: All calculations for projected revenue and average annual bills are based on consumption
data for the three-year range from 19~)9 - 2001. This time period is prior to the current watering
restrictions. If the drought continues and watering restrictions remain in effect, projected
revenues will be significantly less than the projections included in this packet. Staff will deliver
additional information regarding projected revenues during drought conditions to Council on
Tuesday night.

This information is being distributed for your review and direction regarding the new water rates for
2003. Staff will be drafting a resolution to be adopted at the December 17,2002 Council meeting.

SUBJECT

1!5

Water Rates

4C
