He noted the appraisals would be completed for right-of-way <br />acquisition through two large parcels, needed for the alignment. <br /> <br />Phare reported the Public Works Department has met with the Open Space Advisory <br />Board relative to the open space property at the corner of Dillon and 96th Street. The <br />Public Works Department is recommending relocation of the gas line. Public Service has <br />estimated the cost of relocation at $300,000. <br /> <br />Phare reported there have been a number of neighborhood meetings with residents and <br />neighboring cities to discuss coneerns and issues. He stated there are two or three homes. <br />which currently utilize an access easement off Lock Street and noted they will have to be <br />given access of the new SH 42. He stated the preliminary design is approximately 60 to <br />70% complete and anticipated completion of the preliminary final design in late <br />December, and for Council review in January. He stated the Professional Service <br />Contract outlined the bid award for late May, or early June. That schedule has been <br />extended with an alternative schedule for two months to allow a City review process. <br />The City review process was not included in the original schedule. Construction is <br />scheduled for the end of 2004. <br /> <br />COUNCIL QUESTIONS <br /> <br />Sisk commented on the elimination of one of the grade crossings. He asked if the <br />construction schedule would be carried over to 2005. Tom Phare noted that. even with <br />the two-month review process, the project is scheduled to be open to traffic at the end of <br />the 2004 construction season and be fully functional. <br /> <br />Sisk requested a timetable. Phare stated he could present bar charts estimating the <br />proj ect' s pro gress. <br /> <br />Levihn asked Phare for the timetable on the turn lanes at 95th and Dillon Road and ifthe <br />lanes could be done sooner. Phare stated it is possible, but a quicker completion cannot <br />be guaranteed. He stated there is an option in the bid proposal, to consider a bonus <br />package for early completion. <br /> <br />Brown asked Phare if he anticipated any reduction in cost of construction. Phare voiced <br />his belief that cost savings would be incorporated into the features of the project. <br /> <br />CITY ATTORNEY'S REPORT <br /> <br />City Attorney requested authorization to appoint special counsel, on an as needed basis, <br />to advise on issues that may arise with respect to right-of-way acquisition. He anticipated <br />that special counsel would have very limited participation, but stressed the importance of <br />having someone available to answer questions. <br /> <br />7 <br />
