COUNCIL COMMUNICATION

TO:
FROM:

MAYOR AND CITY COUNCIL

WILLIAM A. SIMMONS
CITY MANAGER

DATE:
SUBJECT:

December 3, 2002
Public Service E:ilsement Agreement

ORIGINATING DEPARTMENT:

Public Works

SUMMARY:

Public Service Company (PSCo) is preparing to upgrade electrical service in the Centennial Valley area.
According to PSCo, current supply lines have very little reserve capacity, particularly if an existing feed
is out of service. Their proposal is to install another feed line starting at Front Street near the
Community Park site, extending west on Bella Vista and Cherry Street to approximately Orchard Drive.
PSCo will be using existing right of way for the work, except between Roosevelt Avenue and Front
Street. For this reach they are requesting an easement because the City owned land is not formally
designated as right of way.

The attached Easement Agreement has been prepared at the request of PSCo. It allows them to use the
southern ten feet of the City owned parcel under terms similar to that in the franchise agreement. Should
the parcel ever become right of way, PSCo would vacate the easement and occupy the area under their
franchise agreement.

RECOMMENDATION
Approval of Easement Agreement with Public Service of Colorado for an Underground Utility
Distribution Line.

IE

SUBJECT

AGENDA ITEM

...
