<br />Memo <br /> <br />From: <br /> <br />Mayor and City Council <br />William Simmons <br /> <br />To: <br /> <br />Date: <br />Re: <br /> <br />3/1/02 <br /> <br />Voting <br /> <br />At the February 26, 2002 work session there was some discussion concerning the <br />required number of Council members necessary to vote on agenda items. Per the <br />Louisville Home Rule Charter, Section 4.7 (b), the following applies: <br /> <br />"Except where a greater number is required in the charter, the final adoption of any <br />ordinance shall require the affirmative vote of a majority of the entire Council, and <br />resolutions and motions shall require the affirmative vote of a majority of the <br />members of the Council present." <br /> <br />In other words, only the final adoption of an ordinance, or 2nd reading, requires the <br />vote of the majority of Council. 1 sl reading action and approval of resolutions require <br />the vote of a majority of the Council members present. This assumes there is a <br />quorum present at the regular meeting (a majority of the members of the Council <br />holding office at the time). <br />
