March I, 2002

Mayor and City Council
City of Louisville
749 Main Street
Louisville, CO 80027

Dear Mayor and Council members:

I am writing to you on behalf of the Mayor and Board of Trustees to solicit your cooperation on
what we feel to be an excellent opportunity to again work together on an issue of regional
significance. The issue we speak of is recreational opportunities for the residents of our two fine
communities,

We have often spoken of the cost savings and service delivery economies of cooperative efforts
among communities. Along these lines, we have had specific conversations about joint recreation
programming serving both communities.

Weare aware that Louisville is moving forward on studies and needs assessments for recreational
services for the Louisville community, Our thoughts are this would be an excellent opportunity
to add to these studies a component that would assess the recreational needs of both communities.
If the Louisville Council is interested in pursuing this ,coalition, we would work with Louisville to
redefine the scope of the studies and needs assessments, and pay for the additional work.

With such a regional study in place, our two communities could dialogue concerning the
possibility of an expansion of the Louisville Recreation Center in such a way that it met the needs
of both communities. If our dialogue led to the determination that such expansion was
appropriate for both communities, Superior and Louisville could formulate an Intergovernmental
Agreement that defined how joint funding of this facility could take place, usage arrangements,
and other items of importance.

As we have discussed in the past, having recreation centers in both of our communities, may not
be the most efficient way to expend public dollars if the opportunity to have a common facility
could be a reality. We have, in the past, worked together to the advantage of both communities
and feel this to be another opportunity to again do it right.

We respectfully ask your consideration of this proposal.

Sincerely, (:

~(':(jiJl~

Bruce E.
