<br />Davidson questioned why the Council directive to have a uniformed police officer parked outside <br />a different school each day during the week was discontinued. He instructed Bock to determine if <br />this practice has been in place, and if not, to reinstate the practice immediately. He also questioned <br />why the City has not responded to citizen complaints of trash blowing into their yards. He asked <br />Tom Phare, Public Works Director, to determine what the noise level of the HV AC unit at St. Louis <br />is and whether or not it meets the noise requirements for a residential neighborhood. He expressed <br />disappointment that the neighbor's complaints were not addressed by City staff and encouraged <br />residents of the neighborhood to contact him or their Councilmember if these issues arise in the <br />future. Davidson did not feel that the recall of a Special Review Use for trash, traffic and noise issues <br />was warranted. He also felt that the church has not been the type of neighbor they should have been <br />and they need to address that. <br /> <br />Davidson called for Council comments and questions. <br /> <br />Keany reported that he attended a meeting at St. Louis several weeks ago to answer ~uestions <br />regarding what issues the City can address. He spoke to Chief Bruce Goodman regarding <br />suggestions for improving the traffic now around the school and about having a daytime telephone <br />number that residents could call for an. immediate response to traffic violations. Hedid not believe <br />the City has a noise ordinance in place that could address the HV AC unit. Keany agreed with <br />Davidson regarding the Special Review Use recall. <br /> <br />Mayer requested that Alicia Burrous and Barb Escajeda, as group representatives, return to the <br />podium. He inquired whether they felt the basic issues have been addressed. <br /> <br />E~cajeda replied that she feels they have a good start. There are a few issues yet to be addressed. She <br />stated that a follow-up plan needs to be in place to insure issues are addressed in a timely manner <br />and to resolve lmy future issues. <br /> <br />Burrous replied that the process has been good and productive. She questioned whether the issues <br />would have been resolved without th;: Planning Commission's instruction to do so. She believes that <br />they are very close to addressing the issues. <br /> <br />Mayer stated that in a conversation he had with Barb Escajeda recently, she indicated a need for <br />additional facilitation. He questioned if she still felt additional facilitation was needed and if so, why. <br /> <br />Escajeda replil;:d that she believes there is a need for closure and for communication establishing <br />how issues can be addressed in the future. She explained that she has requested information from <br />the City of Boulder regarding their neighborhood liaison program. She felt it might be beneficial for <br />the City of Louisville to have a similiar program in place. She did not believe that the situation <br />between the ne:ighborhood and St. LO\lis is an isolated incident, and she would like to see an avenue <br />in place for addressing neighborhood issues. <br /> <br />8 <br />
