Although trash control was not included in the original., <br />PUD, the neighborhood thanks the Parish for their commitment to correct the trash issue. She <br />expressed their appreciation for the Parishioners' consent to insulate the HV AC units in order to <br />lower the noise level. The neighborhood representatives would like clarification on the source for <br />determining that the HV AC units comply with noise ordinances. If there is no ordinance currently <br />in place which regulates mechanical unit noise levels eminating from a non-residential source <br />located .in a residential low-density area, perhaps Council would consider studying the idea of <br />developing a municipal noise ordinance more appropriate to residential areas. The neighborhood <br />representatives appreciate and feel strongly that the Parish efforts to muffle the noise with a quilted <br />product and evaluate its effectiveness will go a long way toward restoring a peaceful and quiet <br />atmosphere to the residential neighborhood that they share. She concluded with a commitment from <br />the neighborhood representatives for on-going dialogue with the Parish and expressed support for <br />naming a Parish liaison from the neighborhood to address resolution of current and future issues in <br />a timely manner. <br /> <br />. . <br /> <br />Luanne Illing, 1775 Poppy Court, Lafayette, Colorado, stated that she is a member of the Parish <br />liaison group. She explained that a location for the trash dumpster is still under consideration. Some <br />of the potential locations may not be of adequate size to accommodate a larger dumpster, if one is <br />required. The alley does not provide sufficient space for a truck to back into for emptying a <br />dumpster. Another potential location was by the children's sandbox and play structures, which is not <br />a suitable area. She stated that she is pleased to see the police department is monitoring the morning <br />traffic around the school. She believl~s they have worked very hard to resolve the issues that were <br />in noncompliance with the existing PUD and agree with the issues identified for the middle school. <br />S?e encouraged Council to approve both PUDs for St. Louis School. <br /> <br />Davidson asked Tom Bock, Police: Commander, whether the police department has received <br />complaints about noise, traffic or trash being blown into people's yards. <br /> <br />Bock replied that they have received parking complaints. An issue they have recently identified is <br />that when neighbors telephoned Boulder dispatch to report that church members are blocking their <br />driveways during Sunday services, the dispatcher would not report those calls to the Louisville <br />Police Department. Dispatch took the position that church services would be over within the hour <br />and the parking problem would resolve itself. The dispatch center has since been instructed to <br />forward those calls to the Louisville Police Department immediately. He was not aware of any <br />complaints regarding noise or trash, however, he has personally observed a problem with trash <br />blowing around when he has been in the neighborhood. <br /> <br />Davidson inquired how many police officers are assigned to monitor traffic in the school zones when <br />students are alTiving and leaving. <br /> <br />Bock replied that they encourage all officers to be in the school zones during those critical times each <br />day. <br /> <br />7 <br />
