He believes the ordinance will create a mololithic block in <br />downtown Louisville. He encouraged Council to review the proposed Downtown Design Guidelines <br />and the ordinance as it was originally presented by staff and consider some alternatives to the current <br />ordinance presented tonight. <br /> <br />Max Barber, 732 Main Street, Louisville, Colorado, stated that the proposed Downtown Design <br />Guidelines do not allow for any three-story structures on the street scape. It allows for a three-story <br />structure that is not within sight of the street. He questioned the need for this ordinance when the <br />same standard has been set in the Downton Design Guidelines. <br /> <br />Davidson closed the public hearing and called for Council comments and questions. <br /> <br />Davidson stated that the ordinance is not intended to exclude three-story buildings. It is intended to <br />limit the density to prevent increasing traffic on Main Street beyond its current capacity. <br /> <br />, . <br /> <br />Sisk explained that he proposed this ordinance due to use-by-right concerns for downtown. He <br />believes this ordinance would challenge architects to be creative in their proposals for downtown." <br />He believes this solution is preferable to having a string of three-story buildings downtown that <br />would create traffic and parking problems. <br /> <br />Howard stated that he would support tins ordinance to prevent the traffic and parking problems that <br />downtown Boulder is facing. <br /> <br />Levihn stated that he would not support this ordinance if it did not allow for a three-story structure <br />downtown. He does not believe three-story structures are appropriate along Main Street but they <br />might be appropriate in other areas downtown. <br /> <br />Mayer stated that he would prefer that Council place a moratorium on building downtown until they <br />can carefully consider what would be acceptable in downtown Louisville.
