SIMMONS <br />CITY ADMINISTRATOR <br /> <br />DATE: <br /> <br />October 20, 1998 <br /> <br />SUBJECI': <br /> <br />Discussion/Direction, Final PUD Development Plan, and Special Review Use (SRU), Lot 6B, <br />Centennial Valley, Parcel H, Gateway Plaza Retail Building. <br /> <br />ORIGINATING DEPARTMENT: <br /> <br />Planning <br /> <br />Back~round: The applicant, All Star lnvesmlents, LLC, is proposing to construct a 13,470 square foot, <br />multi-tenant retail building on Lot 6B, to thc~ north of the Outback Steakhouse. This is one of two lots on <br />Parcel H where no spec:ific Final PUD has been approved. The overall Final PUD for Parcel H was <br />approved in 1995 and e:stablished internal private road configuration, perimeter setbacks, utilities, storm <br />drainage and perimeter signage. <br /> <br />The Centennial Valley PCZD General Deve:lopment Plan and associated development agreements establish <br />permined uses and densities for this property. The proposed building area is within the amended density <br />allocation for Parcel H, including that being proposed for Carraba's on Lot lB. The proposed retail use on <br />this property is required to receive SRU approval per the Fifth Amendment to the Amended and Restated <br />Development Agreement recorded on July 6, 1995 (see portions, attached). That amendment was approved <br />in conjunction with the overall Parcel H Final PUD and was intended to give the City certain guarantees <br />about the type of uses llhat would develop and the character of those uses. Parcel H is designed to be a well <br />integrated development. <br /> <br />Summary of ProposaJl: <br />Site Plan: Access points into this site were established through the Parcel H overall Final PUD. The drive <br />opposite Ruby Tuesday's drive is consistent with that plan, as is the shared drive with Outback Steakhouse. <br />The drive entry on the east property line, opposite an entry drive for the Marrion was not included on the <br />overall Final PUD, but may be appropriate. The Parcel H PUD established a minimum parking setback <br />from McCaslin of 20 feet and a minimum building setback of 60 feet. The CDDSG increased the required <br />parking setback to 25 feet. Both Ruby Tue:sday and. Outback Steakhouse have parking up to the 20-foot <br />setback. This applicant proposes the same and is requesting relief from the CDDSG standard.
